Beverly Williford is a transit executive and trusted advisor with more than 30 years of experience leading complex transportation infrastructure programs. As President and Co-Founder of PPM, Inc., she leads a consulting practice focused on transit program management, safety and security certification, state safety oversight support, construction oversight, and regulatory compliance.
Prior to PPM, Beverly held executive leadership positions with the Chicago Transit Authority (CTA), serving as Vice President of Capital Construction and General Manager of Power & Way Maintenance. In these roles, she directed approximately $1.9 billion in capital construction investments, was responsible for approximately 242 miles of revenue track, led an organization of more than 500 engineering, maintenance, construction, and operations professionals, and developed policies, standards, and quality management systems that enhanced infrastructure reliability, improved asset performance, and strengthened organizational accountability. She also played a key role in advancing Transit-Oriented Development initiatives that helped to influence land use and economic development. Her experience spans the full project lifecycle, including planning, design, construction, testing, commissioning, operational readiness, revenue service, and asset management. She has also led safety and security certification for major programs, including Penn Station Access and CTA’s Blue Line O’Hare Branch Signal Upgrade.
Beverly is recognized for bringing together agencies, contractors, designers, and oversight bodies to solve complex challenges and turn regulatory requirements into practical project processes. She holds master’s degrees in Project Management and Business Administration, a bachelor’s degree in Industrial Technology, and certifications including PMP, TSSP, and PTSCTP.
